BURGETTSTOWN
Indecent exposure: Paul Morgan, 63, of Coraopolis, will be charged by McDonald police with indecent exposure and open lewdness after he allegedly exposed himself several times to a massage therapist during a session at a Burgettstown business on Feb. 20. The charges will be sent by summons from the office of District Judge Gary Havelka.
CANTON
Assault arrest: Glenn Sinclair Cubbage, III, 48, of 336 N. Main St., Houston, was arrested Wednesday night by state police on charges of simple assault and harassment. He is accused of punching his 42-year-old girlfriend during a confrontation at 240 1/2 Caldwell Ave., Canton. Cubbage was arraigned before District Judge Gary Havelka and placed in Washington County Jail on $5,000 bond.
CHARLEROI
Woman wanted: Rocheisa C. Winters, 35, of 331 Fallowfield Ave., Charleroi, is charged by Charleroi Regional police with drug possession with intent to deliver heroin, drug possession with intent to deliver crack, drug possession and possession of drug paraphernalia, court records show. The charges stem from a police raid on her residence at about 3 p.m. July 7 in which officers claimed to have seized four bundles of heroin and a bag of crack. District Judge Mark Wilson signed a warrant Monday for Winter’s arrest.
EAST BETHLEHEM
Drug arrest: Gerald Clinton, 57, of 53 Clark St., Clarksville, was arrested Tuesday by Centerville police on charges of possession of crack and paraphernalia and having a prohibited offensive weapon. Police found suspected crack, paraphernalia and a grenade while serving a search warrant at his East Bethlehem home April 4 looking for another man. He was arraigned before District Judge Joshua Kanalis and placed in Washington County Jail on $25,000 bond.
McDONALD
Strangulation, assault arrest: Ronald Joseph Martin, 31, of 363 E. Lincoln Ave., McDonald, was arrested Sunday by McDonald police after he allegedly grabbed his wife by the neck and choked her. He also allegedly grabbed his 7-year-old son by his head and lifted him off the ground. Martin then fled from the house but was found at the home of a family member. He ran from that house as police arrived but was apprehended. Martin was arraigned in Allegheny County before District Judge Richard Opiela on charges of strangulation, endangering the welfare of children, escape, simple assault, resisting arrest and possession of a controlled substance. He was placed in Allegheny County Jail on $25,000 bond.
MONESSEN
Woman jailed: Kelley Ulander, 49, of 523 Rankin Road, Rostraver Township, is charged by city police possessing 27 stamp bags of heroin and possession of drug paraphernalia, court records show. Police said the drugs were discovered in her purse when they served a warrant on her in a theft case at about 3:40 p.m. Wednesday at a business in the 700 block of Donner Avenue. Ulander is in Westmoreland County jail on $2,500 bond set by District Judge Roger F. Eckels.
ROSTRAVER
Man jailed: Kristopher Cerniga, 30, who is homeless, is charged with possession of heroin paraphernalia stemming from separate incidents, one of which took place at about 10:20 a.m. Wednesday at 210 Municipal Drive and the other at about 3:40 p.m. Monday at 310 Matthews Road, court records show. Cerniga is in Westmoreland County jail on $5,000 bond set Wednesday by District Judge Joseph Dalfonso.
SOUTH STRABANE
Charged in theft: Jeremiah Williamson, 18, of Pittsburgh, was arrested Thursday by state police on charges of theft, receiving stolen property, false identification to police and several traffic violations. He was spotted driving north on Route 19 near Munce Ridge Road, South Strabane, about 3:30 a.m. without having the headlights. When stopped, he gave the trooper a false name. Police also determined the vehicle had been reported stolen. Williamson was arraigned before District Judge Jay Weller and placed in Washington County Jail on $25,000 bond.
