Waynesburg man charged with raping teenage boy

A Waynesburg man is wanted on rape charges after state police accused him of sexually assaulting a teenage boy.

Jerry J. Rutan, 43, of 151 North Ave., was charged Friday with at least two incidents allegedly occurring at his home, once last summer and again as recently as Friday.

The 14-year-old boy told state police Rutan exposed himself “countless times” over the past few years, but he could only recall specifics dating to June 2017 at Rutan’s home, according to the criminal complaint.

Police said the victim told them Rutan sexually assaulted him Friday. The victim tried to get Rutan to stop by telling him “stop” and “no,” but Rutan responded, “No, I’m in control and can do whatever I want,” police wrote in court documents.

Rutan stopped, police said, then allegedly requested the victim perform sex acts on him. Police said when the juvenile refused, Rutan allegedly said, “If you’re not going to do anything get the (expletive) away from me,” and the juvenile ran from the house. The boy hid in the woods for about an hour until he told a neighbor what happened, police said.

The accuser also told state police about a similar incident last summer. The juvenile was riding his dirt bike when Rutan reportedly told the child if he did not complete the track in less than a minute, he would have to perform a sex act on Rutan and vice versa, police said. Later in the day, Rutan allegedly exposed himself to the victim and performed sex acts on him, according to court documents.

Rutan faces charges of rape and involuntary deviate sexual intercourse, both with the threat of forcible compulsion, as well as involuntary deviate sexual intercourse with a person younger than 16, indecent exposure and indecent assault. Online records indicate Rutan had not been arraigned on the charges as of Tuesday afternoon, but has an active warrant out for his arrest.
