For anyone who has ever used Neighbor Health Center’s Building 1 for laboratory work, chances are Kimberly Dollard was the one who provided a greeting and compiled any information from her cubicle near the corner of the building at 95 Leonard Ave.

Dollard was doing just that about 12:30 p.m. Wednesday when she was hit by a Jeep Liberty that careened out of control, speeding down Sharp Avenue, across the parking lot and into the building.

Dollard, 57, of Amwell, was pronounced dead at the scene. David Adams, 43, of McDonald, who was inside the health center, also was injured. He was taken to UPMC-Presbyterian hospital in Pittsburgh. The driver of the Jeep, Chad Spence, 43, of Weirton, W.Va., was treated at Washington Hospital and released.

Donald Zofchak, who recently retired as South Strabane Township police chief, knew Dollard, calling her a “great lady.” Zofchak’s son, Brett Zofchak, and her son, Dale Dollard, played baseball together on Pony and Colt teams. Zofchak said Dale Dollard was to be married Saturday. Wednesday was Kimberly Dollard’s last day of work before departing for the wedding.

“Life just isn’t fair,” Zofchak said Thursday. “It is just devastating. I don’t know where you will find a better person or nicer family.

“If you went in for blood work, she was the reception (person) sitting behind the desk,” he added. “I saw her there many, many times.”

Zofchak said most times when he was at the health center, there were vehicles parked in the spaces just outside where she would sit.

“I guess it is just how the stars align,” he added. “She will be missed.”

The health center was open for business in both buildings Thursday, operating within normal business hours with the exception of radiology and lab services. Those needing those services are asked to go to Washington Hospital.

Washington Health System released a statement asking the media to allow their employees and Dollard’s family time to heal.

“She was a longtime employee, and this has really impacted our WHS team,” the statement said. “We thank you for the privacy at this time.”

Lt. Daniel Stanek said Thursday he is in the process of obtaining search warrants for the vehicle and medical records. He said there is nothing new in the investigation into the cause of the crash until those records are obtained, along with results of blood tests on the driver.

Witnesses said the Jeep sped through the intersection and went airborne over shrubs next to the building before slamming into the brick wall.

Online court records show Spence was convicted in courts in Allegheny and Beaver counties of various charges, including attempted theft in 2009, drug charges in 2009 and endangering the welfare of children and drug charges in 2003.
