Pair charged with endangering toddler with heroin kit

Washington police said an officer found a toddler in a car holding a backpack containing a heroin kit when they conducted a traffic stop Wednesday.
The driver, Justine Nicole Vangosen, 25, and her passenger, James Hutchison, 32, were each charged by city police with endangering the welfare of children, possession of a small amount of marijuana and possession of heroin paraphernalia, court records show.
Police said the 4-year-old was in the back seat putting his hands in and out of the backpack when the car was pulled over about 7:50 p.m. at 701 W. Chestnut St. The kit contained syringes, police stated in the affidavit.
Hutchison, of 328 Elcona Drive, Canton Township, and Vangosen, of 17 N. Wade Ave., East Washington, were placed in Washington County jail on $1,000 bonds.
It was not immediately known if Washington County Children & Youth Services was involved in the case.
