Washington County commissioners

Date: June 6

Action: The board approved a $483,317 agreement with Gibson Thomas Engineering to design and obtain permits to replace the Hess Bridge over Chartiers Creek on Route 980 in Cecil Township. Eighty percent of the cost will be borne by federal tax dollars, 15 percent by state tax dollars and 5 percent by the county’s liquid fuels allocation. In a related matter, the commissioners entered into a $460,750  reimbursement agreement with PennDOT for design and engineering of the bridge. 

The board also authorized the Planning Department to seek bids to replace the Ackelson Bridge over Raccoon Creek in Robinson Township, with costs to paid from the Act 13 impact fee on unconventional natural gas wells.

In matters related to parks and recreation, the board extended to June 30, 2019, a contract with the state to allow Monongahela and East Bethlehem Township to complete additional landscaping and parking work at Monongahela River kayak launches.

The board approved a $73,500 agreement with GAI Consultants for the design, permitting and preparation of bid documents to develop a site for additional shelters on Thompson Hill in Cross Creek park, to be paid from the proceeds of natural gas leases.   

The county will also participate in a request for grant money the Western Pennsylvania Conservancy will be seeking to stabilize the banks of Mingo Creek in the eponymous park. The conservancy will design and construct the improvements if it receives the grant. 

The commissioners also acknowledged the receipt of $551,623 from the federal Department of Housing and Urban Development to provide housing and support services to the homeless through April 30, 2019.   

The commissioners amended a resolution dealing with a grant by the Washington County Hospital Authority to raise the amount of a grant to Washington Health System Foundation to $100,000 instead of the previous $50,000. Washington Hospital will be using the money to construct a family birth and women’s health center.

The commissioners voted to donate a 1996 Ford F-250 truck with salt spreader and plow attachments to the Washington County Fairgrounds. 

Attendance: Commission Vice Chairman Diana Irey Vaughan was absent.

Next meeting: 10 a.m. Thursday, June 21, in the public meeting room of the Courthouse Square office building.
