North Strabane police arrest Centerville man for illegal contact with minors
A Centerville man was arrested Wednesday by North Strabane Township police after he allegedly had inappropriate contact with three girls ages 11, 12 and 16 over the internet last month.
David Allen Kelley II, 19, of 95 South St., was charged by township Officer Gary Scherer, who is also part of the Pennsylvania Internet Crimes Against Children Task Force. The task force investigates cases involving the sexual exploitation of children.
Kelley was taken into custody by North Strabane, Centerville and state police after a search warrant was served at his home.
Scherer was dispatched Oct. 14 to an apartment complex in the township for a report of an adult sending inappropriate messages to a child over the internet. He talked with the father of an 11-year-old girl who told Scherer that Kelley had been sending sexually explicit messages to his daughter.
The officer looked at screen shots of the alleged conversations between Kelley and the girl in which Kelley acknowledged she was only 11 years old. The girl told Scherer her 12-year-old friend also had been conversing with Kelley.
Scherer said he talked with the 12-year-old and learned she had been conversing with Kelley on Facebook messenger for several weeks. She told him her 16-year-old sister also had conversed with him on Facebook.
While checking the 12-year-old girl’s cellphone, Scherer said he saw numerous text messages and photographs that were sexual in nature. In a September conversation, Kelley allegedly wanted to know where the girl lived because he wanted to have sex with her. The girl reportedly told Kelley she was a minor and told him to stop contacting her.
Kelley allegedly threatened the girl, telling her he was on his way to her home, adding “You’re done. I’m not playing.” He also allegedly told her not to contact police.
All three girls told Scherer that Kelley had a foot fetish and wanted photographs of their feet.
Scherer obtained search warrants for Kelley’s 13 known Facebook accounts. Between August and October, Kelley allegedly contacted at least five other children who identified themselves as minors. Police said he offered to pay for sex acts.
When he was interviewed by Scherer after he was taken into custody, Kelley allegedly indicated he had sexual issues and has difficulty controlling his sexual urges.
Scherer said parents were contacting each other on Facebook, issuing warnings about Kelley.
Kelley was arraigned before District Judge Jay Weller on charges of unlawful contact with a minor, solicitation for statutory sexual assault, child pornography, indecent exposure, criminal use of a communications facility and terroristic threats. He was placed in Washington County jail on $50,000 bond. He also was wanted on an adult probation warrant. Kelley is scheduled for a Nov. 20 preliminary hearing before Weller.
