Property owner sues S. Franklin over flooding

A homeowner who also owns an adjacent rental property filed suit in Washington County Court against South Franklin Township, claiming a drain on Moore Road causes flooding.

Donald Greer of Moore Road has owned his residence for more than 35 years, but he alleged in a complaint of negligent trespass that a grate and pipe under the road have caused a cascade onto foundations of the two residences, landscaping, fence and a power pole, damaging them.

Greer called the flooding “continuous” and demanded the township install a system to divert stormwater into a nearby creek.

James Jeffries, township solicitor, could not immediately be reached for comment.
