Scandale seeks second term as clerk of courts

The Democratic incumbent intends to seek a second, four-year term as Washington County clerk of courts.

Frank Scandale, 51, said he has established direct avenues of communication with all departments that work with his office, including the court administrator, district attorney’s office and its crime victims unit, public defender and jail, and has monthly meetings with their representatives.

He eliminated private office space his predecessor had used, had a counter built and moved the payment department there from the courthouse basement.

“By closing the private office and bringing the payment department under the same roof, I streamlined the payment process,” he said in a news release.

His office now accepts payments online and soon will offer a pay-by-phone option through Pineapple Payments at no additional cost to the taxpayer. Costs will be borne by defendants who are assessed restitution, fines and court costs.

Scandale ran for public office after operating an insurance agency for 19 years, which he said taught him the importance of teamwork and customer service.

Scandale is chairman of the Washington County Records Improvement Committee and a member of the Pennsylvania State Association of Prothonotaries and Clerks of Court, the Muse Italian Club, the Italian-American Cultural and Heritage Society and Elks Lodge.

He volunteers at Washington County Food Bank and Washington City Mission.

A lifelong resident of Washington County, he graduated from Canon-McMillan High School and Washington & Jefferson College. The father of two sons, Ryan and Justin, he continues to live in the Canonsburg area.
