New Kensington man jailed, accused of sexually assaulting 3-year-old
A New Kensington man was put in Washington County jail Wednesday for allegedly sexually assaulting a 3-year-old a few days before Christmas in Centerville.
State police investigated an incident that allegedly occurred about 10 p.m. Dec. 21 involving James Ernest Elby, 51, of 1216A Constitution Boulevard. Police said Elby was staying with the family of the child at their Centerville home.
Police said he was lying on a couch in the residence with the 3-year-old when he allegedly began to lick the child’s face and sexually assault the child.
When the child’s mother and the mother’s boyfriend walked into the room and saw Elby licking the child’s face, they kicked him out of their home, police said. On Dec. 26, a family member said the child reported being sexually molested.
On Tuesday, police charged Elby with three counts of aggravated indecent assault, corruption of minors and two counts of indecent assault. He was arraigned Wednesday morning by District Judge Joshua Kanalis and jailed on $50,000 bond.
