Private consultant from Washington casts bid for county treasurer job
Tom Flickinger, the Trinity School Board’s former president who now works as a consultant to growing organizations and companies in transition, announced Sunday he will seek the Republican nomination for Washington County treasurer.
Flickinger, who lives in Washington with his wife, Debra, has held senior positions in financial management and operations, including chief executive officer, chief financial officer and executive vice president.
“Managing money and working effectively with county operations and financial institutions takes training and experience, both of which I have,” Flickinger wrote in his campaign announcement. “I have a unique background in operations and finance that allow me to bridge the gap between daily operations and the impact on financial statements.”
Flickinger earned a bachelor’s degree in economics from Washington & Jefferson College and a master’s degree in finance from Waynesburg University. He has been an adjunct professor for undergraduate and graduate programs at both schools.
As president of Trinity School Board, Flickinger refinanced school bonds, negotiated the teachers contract and never raised school taxes during his tenure.
The treasurer is responsible for issuing payrolls and checks in the county as well as collecting taxes. If elected, Flickinger would take over for longtime Treasurer Francis King, who has held the job for more than two decades.
“I believe after several decades of management by one person, the office is in need of fresh ideas and new approaches that will build upon the solid base left by the departing treasurer,” Flickinger wrote. “There is always room for improvement and I am a person with experience doing just that.”
Early in his career, Flickinger served as vice president for Westinghouse Credit Corp., managing a $2.5 billion leasing portfolio. He later worked as chief operating officer for Packing Specialists Inc., a $35 million manufacturing company. As a private consultant, Flickinger has managed companies through bankruptcy proceedings and has been involved in a number of mergers and acquisitions.
Washington City Councilman Joe Manning, a Democrat, announced his bid for county treasurer in December.
