MONONGAHELA

Man charged: Louis M. Torsney, 47, of Pittsburgh, is charged by city police with illegal possession of suboxone and possession of drug paraphernalia after he allegedly was found passed out on a sidewalk in the 400 block of West Main Street about 11 a.m. Thursday. District Judge Mark Wilson issued the charges Monday in a summons.

Man jailed: James T. Housley, 41, of 260 Patterson Road, Union Township, is charged by Monongahela police with simple assault, harassment and criminal mischief, court records show. Housley is accused of choking Alicia Smith and punching out a rear window in her pickup truck as she was attempting to flee from the 400 block of Second Avenue about 10:30 p..m. Sunday. He was placed in Washington County Jail on $25,000 bond set by District Judge David Mark.
