CLARKSVILLE

Harassment charge: Fredrick Pochiba, 56, of Clarksville, was cited by state police with harassment after he allegedly slapped a 40-year-old Clarksville woman across the face Friday night at a Block Center Street residence.

FRANKLIN

Criminal mischief charge: Labrea Lynn Kisner, 24, of 148 W. Greene St., Waynesburg, was charged by state police with criminal mischief and harassment after she allegedly keyed another woman’s car May 22. Police said they responded about 4:30 p.m. to a residence in the 500 block of Mountainview Gardens, where Samantha Black told them Kisner carved obscenities in the hood of her car and left scratch marks all around the vehicle. According to the criminal complaint, Kisner arrived at Black’s house while Black was sitting outside. Kisner allegedly got out of her car, keyed Black’s car and fled, the complaint said. Black told police she didn’t try to stop Kisner or confront her because Black had her children with her.

DUI charges: Cody Allen Kuntz, 27, of 109 Madison St., Jefferson, was charged by state police with driving under the influence, possession of drug paraphernalia and two summary traffic violations after police said they saw him doing “burnouts” in the Dunkin Donuts parking lot off Route 21 on March 10. Police said that about 7:48 p.m., they heard Kuntz burning his tires in the lot before accelerating “at a high rate of speed,” the criminal complaint said. Police said Kuntz turned onto Miller Road, but when police followed, he turned into the Sunoco parking lot on Route 21. Police said they smelled marijuana in the car and found a glass smoking device in the car.

Drug charges: Dustin Ray Shaffer, 33, of 32 North Main St., Point Marion, was charged by state police with possession of a controlled substance, possession of drug paraphernalia, retail theft and public drunkenness following a incident at Walmart last year. Police said they responded to Walmart Sept. 4 for a report of a man making suicidal comments. Police said that when they arrived, Shaffer appeared agitated and was pacing back and forth. Police said they found a metal container on him that contained methamphetamine. They said they also found $88 worth of merchandise concealed in his cart for which he had not paid.

Fraud charges: Gary A. Danforth, 38, of 744 Crucible Road, Rices Landing, was charged with two counts of access device fraud and one count of receiving stolen property after he allegedly used a woman’s tax return debit card without permission in March. Police said the woman, who lives on Fairview Avenue in Jefferson, had allowed Danforth to stay at her residence while she was away on a business trip. The debit card was stolen from her mail while she was gone. Police said they saw video surveillance of Danforth using the card March 7, twice at Walmart and once at an ATM at Sheetz. He totaled about $600 on the card, for which the woman was reimbursed by H&R Block. Police said Danforth never returned the card.

Forgery: State police are investigating an incident from last month in which an unknown person forged multiple checks using the letterhead of the Ron Lewis Chrysler dealership and mailed them to several individuals across the country. Police said Ron Lewis isn’t out any money due to the forged checks, which were discovered June 7.

Welfare fraud charge: Bobbi J. Ankrom, 29, of 2906 Golden Oaks Road, Rogersville, was charged by the state Office of Inspector General with welfare fraud after she allegedly failed to report her husband’s employment last year. According to the criminal complaint, Ankrom submitted a renewal for Supplemental Nutrition Assistance Program benefits in November for herself, her husband, James Morris, and her three juvenile children. The complaint said she failed to report that her husband was employed by GMS Mine Repair from October 5 through April 26. They fraudulently obtained just under $3,000 in SNAP benefits from Dec. 1 through April 30, the complaint said.

MONONGAHELA TOWNSHIP

Drug charges: Cory Dain Ball, 24, of 1484 S. Eighty Eight Road, Monongahela Township, was charged by state police with possession of a controlled substance and four counts of possession of drug paraphernalia following an incident last year. Police said that just after 8 p.m. Dec. 13, in the Dollar General parking lot on South Eighty Eight Road, they arrested Ball on a warrant. Police said that inside Ball’s car, they found a baggie with a broken buprenorphine pill, a plastic spoon with white residue and three hypodermic syringes.

WASHINGTON TOWNSHIP

Sex abuse investigation: State police are investigating a report they received last month that an adult man was requesting sexually explicit photos from a 14-year-old girl via Snapchat. Police said the request happened between May 27 and June 10. No charges have been filed and police are still investigating.
