State police filed a felony charge against a Harrisburg woman accused of driving drunk with a baby upside down in a car seat in Somerset Township last month.

Sarita Devi Bista, 34, was charged Monday with endangering the welfare of children, as well as misdemeanors of driving under the influence.

According to the criminal complaint, at about 1:30 p.m. April 4, police were called to the 700 block of Carlton Drive for a report of a driver throwing trash out of their vehicle. Police said the driver, later identified as Bista, was weaving between both sides of the road.

Charging documents allege an infant was in a rear-facing car seat in the back seat of the vehicle. According to the complaint, the baby was upside down in the seat and not properly buckled.

Police said Bista’s breath smelled of alcohol, and that there were empty beer cans in her car. According to the complaint, her blood alcohol content was 0.191, well above the legal limit of 0.08.

Bista has not been arraigned on the charges, and a preliminary hearing has not been scheduled.
