Georges Township man charged with child rape

A Fayette County man was arrested by state police Thursday and charged with raping two pre-teen girls on multiple occasions going back to the mid-1990s and late 2000s.

Harry Norbert Foster, 58, of Georges Township, is accused of molesting the two girls and forcing them to perform sex acts or have sexual intercourse with him in separate situations more than a decade apart from each, state police allege in court documents.

Police said the one accuser told investigators that Foster began molesting her at a German Township home in 1995 when she was 10 years old and he was in his late 20s. The alleged abuse continued for about four years, with Foster allegedly fondling her and forcing her to have sexual intercourse with him, according to court documents.

Foster allegedly threatened the girl that he would kill her and her family if she told anyone about the abuse, investigators said.

The second accuser told police that Foster began fondling her in 2009 when she was around 8 years old and he was in his mid 40s, according to court documents. That alleged abuse at a Smithfield Borough house continued for about three years, police said.

Both accusers, who are now adults, came forward earlier this year and told state police investigators at the Uniontown barracks that Foster had abused them when they were pre-teens. Investigators did not say what prompted the two women to come forward less than a month apart from each other to tell police about the alleged abuse.

Foster was arrested Thursday afternoon and arraigned on charges in the two separate cases, which include multiple felony counts of child rape, involuntary deviate sexual intercourse with a child, statutory sex assault, indecent assault, aggravated assault and corruption of a minor

He was taken to the Fayette County jail, but later posted the $25,000 cash bond set by District Judge Daniel Shimshock. His preliminary hearing before Shimshock is tentatively scheduled for Sept. 24 at 1:30 p.m.
