Canonsburg borough manager resigns

With the resignation of Angela Senay, Canonsburg is in need of a new borough manager.

Senay, who replaced Billie Bilko in September, resigned from the position on Friday.

The borough manager position was not discussed during Monday’s council meeting, but when questioned afterward, council President Eric Chandler said, “We have to talk about it and we’ll go from there.”

When contacted Tuesday, Senay said the atmosphere prompted her decision.

“When I began interviewing for this position, I never questioned whether I was the right fit,” she said. “I have always been confident in my skills and experience, and I do not doubt my ability to lead or perform at a high level. However, once I began in the role, I was immediately met with resistance. I faced repeated resistance regarding my military leave, unjustified scrutiny of my time in and out of the office despite properly earning and tracking that time, and a lack of established HR policies for both non-union and union employees.”

In January, council had approved modifications to the borough manager’s contract, which mainly involved allowing Senay to do some work remotely.

Council also is looking for any high school students who may want to be involved in the Junior Council program.

“High school juniors and seniors participate in our council meetings,” Chandler said. “They can take on a project and get help from their fellow classmates on that project.”

Chandler said he would reach out to Canon-McMillan High School for potential candidates.

Council also discussed the prospect of moving excess snow from borough streets.

Brian Moody, public works director, said it has been done on some streets, but it can be a problem when there are cars parked on the street, plus crews have to make sure that they don’t block driveways.

“We can’t go in there and remove snow with cars parked there,” he said. Moody added that crews have been removing snow during the day when the cars are not parked on the streets.

Some council members wondered if a plan could be put in place to request cars be moved to let crews come in and remove the snow.

Moody and Councilman Eric Miller, who chairs the public works department, will discuss the matter to come up with a plan that prioritizes areas where the snow can be cleared.
