Former Cecil official found to have committed ethics violations
The Pennsylvania State Ethics Commission has found that a former member of the Cecil Township Municipal Authority violated ethics laws when she billed the authority for accounting services that had not been approved.
According to the state ethics panel, Patricia Mowry performed accounting services for the authority for a six-month period in 2021 despite no formal approval having been given by the authority’s board. Mowry then billed the authority for $5,362 for the unapproved work she did.
The commission’s finding, which was issued this week, stated, “But for being a member of the board, Mowry would not have been in a position to perform and bill for the unapproved work.”
Under a consent agreement, Mowry has been ordered to pay the money back to the authority.
Mowry was a member of Cecil’s municipal authority from January 2018 to February 2022. Mowry resigned in a settlement agreement with the township.
