Ratepayers should be reimbursed

If I understand this correctly, First Energy wants to close the Hatfield’s Ferry and Mitchell power plants in October after ratepayers were forced to pay for new scrubbers to ensure the longevity of these plants. New energy requirements do not take effect until 2016.

I’m not a lawyer, but it seems to me that common sense dictates that if First Energy chooses to close these plants, first they should be responsible for reimbursing all ratepayers. Second, I wonder about a class action suit for breach of contract.
