Why do people go crazy buying lottery tickets when the odds against winning are so high?

Why do they offer one winning ticket of $425 million when they could offer 425 people winnings of $1 million each? I personally think 425 millionaires would spend more money more wisely than one person spending $425 million. Your odds of winning would be much better, and who really needs $425 million anyway?

Even 850 winners of a half-million dollars each would make sense.
