Vehicles blocking sidewalks in Ellsworth

I have been noticing that parking on sidewalks has become the norm in one of our local communities. As I drive through Ellsworth, particularly on Walnut and Hemlock streets, it seems that residents feel it is acceptable to actually block the sidewalks by parking their vehicles on them.

It has gotten to the point where the curbs, most noticeably at the top of Walnut, have been damaged from vehicles continually driving over them to park. A pedestrian walking down Hemlock would actually be forced to walk onto the road to get around vehicles parked all the way across the sidewalk.

In many instances, there are water or sewer lines that run that under the sidewalks. Whose responsibility is it going to be to replace these lines in the event they are broken by parked vehicles?
