EPA manipulating the public?

The Environmental Protection Agency recently established a new rule that greatly expands its control over creeks and streams, going far beyond the “navigable waterways” that the Clean Water Act allows.

According to news reports, the EPA used Facebook, Twitter and even produced its own video to generate and encourage public support for the new rule. Although the comment period on the ruling has ended, as I read the May 31 letter from the coordinator for PennEnvironment declaring the new rule is a “victory for clean water,” I wondered if this is just one more effort by the EPA to manipulate public support, instead of impartially measuring public comment.
