Who came up with this idea?

I am trying to figure out what possessed PennDOT to tar and chip the Interstate 79 northbound between Lone Pine and the Interstate 70 interchange.

It’s bad enough that some country roads and some well-used roads, such as Route 519, have deployed this method. But on a major highway where speeds are 55 mph and up? It’s dangerous.

I was on my way up I-79 from Morgantown, W.Va. recently when I came upon a traffic tie-up while they laid the tar and chips down. Cars were pelted with gravel, and I hoped some poor soul wouldn’t come through on a motorcycle.

PennDOT has had some pretty stupid ideas over the years, but you have to wonder what geniuses came up with this one.
