Limit the use of LED signs

Some businesses, churches and social halls have switched to outdoor LED signs. I find these signs to be very distracting and dangerous while driving at night.

The human eye does not have sufficient time to adjust to the bright light, and then seconds later be plunged into total darkness.

There should be a limit to the brightness and colors on LED signs, and time constraints should be placed on them.
