Why do we need a study on plastics?

I heard on the news that some municipalities want to curb or ban the use of some plastic containers, shopping bags, etc. Our friends in Harrisburg said it was against the law to do so until they do a study. I wonder how many tax dollars this study is going to cost? All they have to do is drive a few roads in the commonwealth to see all the trash and litter, with a big portion of it being plastic.
