Eliminating ‘start-up tax’ is a win for business

We are writing to thank state Rep. Josh Kail for his leadership in the House on Net Operating Loss (NOL) reform. As the sponsor of NOL reform legislation in the House and a leading voice in Harrisburg, Kail’s efforts were critical to the pro-business reforms enacted in the 2024-25 state budget.

These reforms include the elimination of Pennsylvania’s “start-up tax” by modifying the way our state tax code treats business losses. A major win for employers, this change finally aligns Pennsylvania with practically every other state, as well as federal tax standards, and will help us foster a more attractive business climate.

Kail is working to support job creators and improve our state’s economic future. His efforts will surely benefit businesses and workers across Pennsylvania.
