Questions that need answers

Having a background in engineering, I admit that I have little understanding of political science. I do have some questions that I hope someone can answer.

There have been times when the federal government is facing a shutdown and it would affect government employees and Social Security, but Congress would still be paid. There is talk about Social Security, which is employee- and employer-funded, running out of money. But on a fairly regular basis, billions of dollars are sent to foreign countries around the world.

I am fully behind supporting our allies and helping fight injustice by their and our enemies. Hopefully someone can explain to me why one day we can send billions of dollars and the next day we are threatened with a government shutdown or Social Security going bankrupt?
