North Strabane Township police arrested two women and two men on prostitution charges while assisting the FBI on a human trafficking enforcement detail at a hotel in the township.

Arrested on charges of prostitution and conspiracy were Kristi M. Ramsey, 30, and Shawn Duwayne Flowers, 28, who both told police they are homeless, and Monique Allison Dejaro, 26, and Derek Sayre, 31, both of Follansbee, W.Va. The charges stem from alleged incidents at Country Inn & Suites on Meadowlands Boulevard. All but Flowers also are charged with possessing instruments of a crime.

Undercover officers were monitoring online Backpage ads from Pittsburgh and Wheeling, W.Va.

The Pittsburgh ad indicated a woman was available in Washington. She asked prospective clients to correspond only through text messages. An undercover officer exchanged text messages with the woman, later identified by police as Ramsey. Police said she got out of a sport utility vehicle and went to the hotel room of the undercover officer, where they settled on a price for services. She was taken into custody by an arrest team after she reportedly went into the bathroom and changed into lingerie.

Ramsey allegedly told investigators Flowers drove her to the hotel so she could engage in prostitution because they were homeless. They said the vehicle belonged to a friend.

The Wheeling ad also asked for texts only from prospective clients. Multiple messages were exchanged between the undercover officer and a woman who agreed to meet him at the hotel. The woman, later identified by police as Dejaro, got out of a car and went to the officer’s room, where a price was agreed upon for a sex act, police allege. The arrest team was then alerted.

Dejaro reportedly identified Sayre as her driver. Police said they found him in the car along with $698 and several condoms.

All four were arraigned before District Judge Ethan Ward and placed in Washington County jail on $10,000 bonds. Sayre was later released from jail. All four are scheduled for Oct. 24 hearings before District Judge Jay Weller.
