West Virginia man charged with vehicular homicide in October fatality

A West Virginia man is facing a vehicular homicide charge in connection to a crash that led to the death of a motorcyclist in Cecil Township in October. William Erwin Johnston, 93, of Wellsburg, W.Va., allegedly struck and killed John Charles Dinsmore, 67, of McDonald, Oct. 6 in the 3000 block of Millers Run Road in Cecil Township. Johnston is also being charged with improperly crossing the center line and making an unsafe lane change. Johnston was arraigned Friday before Magisterial District Judge Louis McQuillan. SPC approves four-year Transportation Improvement Program

A number of regional projects are included in the recently approved Southwestern Pennsylvania Commission (SPC) 2027–30 Transportation Improvement Program (TIP), which takes effect Oct. 1. The plan, which was approved unanimously by commission members at their June 22 meeting, will direct $4.7 billion in infrastructure investment across the 10-county region. The TIP continues the implementation of the vision, goals, and strategies identified in SPC's Long Range Plan. The plan invests $2 billion in highways and bridges and $2.7 billion in public transit between 2027 and 2030, addressing infrastructure condition, safety, and congestion across the region.
